Health and Science Policy and Evidence-Based Medicine

HSP Functions and Processes

Evidence-based medicine is defined as the best research evidence combined with clinical expertise and the patient’s values and consideration, where:

Best research evidence means valid and clinically relevant research, especially from patient-centered clinical research into the accuracy of diagnostic tests; the power of prognostic markers; and the efficacy and safety of therapeutic, rehabilitative, and preventive interventions.

Clinical expertise means the ability to use clinical skills and past experience to identify each patient’s unique health state and diagnosis, individual risks and benefits of potential interventions, and personal circumstances and values; whereby

Patient values are defined as the preferences, concerns, and expectations each patient brings to a clinical encounter; and Patient circumstances is defined as a patient’s individual clinical state and the clinical setting.,1

To optimize patient care by integrating evidence-based guidelines into clinical practice

HSP Goals

The ACCP's Health and Science Policy Committee works toward achieving its mission and vision by pursing the following goals:

  1. Identify conditions or interventions that potentially have high public health and global economic impact and in which management could be significantly improved by a change in clinical practice.
  2. Identify clinical topics in which treatment or diagnostic strategies are evolving.
  3. Identify topics that have a sufficient, established body of published evidence for development of a clinical practice guideline.
  4. Identify topics that reflect the constituency of the ACCP and that may cross over to other disciplines.
  5. Identify and develop tools that enable clinicians to quickly reference and utilize evidence-based guidelines in day-to-day practice.
  6. Work collaboratively with the ACCP Education Committee and other ACCP committees and councils to incorporate evidence-based guidelines into educational venues.
  7. Work with other organizations as appropriate to develop, sponsor, and/or disseminate evidence-based guidelines.
